The Fail-Safe Clock Monitor (FSCM) allows the device to continue operating should the external oscillator fail. The FSCM is applicable to all external oscillator modes. The FSCM is enabled by setting the Fail-Safe Clock Monitor Enable (FCMEN) Configuration bit.
